Technology - Hackers: Outlaws or Patriots?

Today, all of our infrastructure runs on computers. Computer viruses can cause things like air traffic delays, disabled atms, and even shutting down societys emergency systems. Cyber terror or warfare involves the disruption of digital property - sometimes though it can leap out of the virtual world, into the physical world such as when power is attacked, causing power outages and worse. Are terrorists looking into the possibilities of developing cyber terror capabilities?
